By paying for McAfee you're paying to bloat and cause problems with Windows, but it also include Support so if you insist on keeping one of the worst things you can install to Windows, I would contact their Support to have them clean up their mess.

Clean up anything found, restart PC and then run again until it comes up clean. Make sure to enable buffer overflow protection in case it doesn't do so automatically.

What ends up happening is that McAfee is detecting the decompression tool and throwing the bo:heap error, which in turn is keeping the download from decompressing, and thus cannot be installed.
